Private Sector On-The-Job Training for Disadvantaged Workers: An Industry-Wide Approach

The major goal of this study is to determine whether an industry such as the women's and children's apparel industry could recruit trainees from among the disadvantaged and retain them after they terminated the training program. While the numbers fell short of the goals, a substantial number entered and completed the training program and a substantial percentage of the completers entered employment. A vast majority showed substantial increases in post-training earnings over pre-training earnings.
