Standards of performance are being promulgated under Section 111 of the Clean Air Act to control volatile organic compound emissions from new, modified, and reconstructed large appliance surface coating operations. This document contains a detailed summary of the public comments on the proposed standards (45 FR 85085), responses to these comments and a summary of the changes to the proposed standards.
