With the growth of private and public insurance programs, physicians have come to face a variety of reimbursement schemes. Each of these schemes embodies different incentives for participating physicians, and effective policymaking requires an appreciation of responses to these incentives. Cost-containment strategies, for example, often stress altering reimbursement arrangements. Efforts to limit patients' out-of-pocket cost seek to encourage participation in specific reimbursement plans. Understanding physicians' responses to policy changes is basic to evaluation of Medicare and Medicaid reforms.
