Analysis of Legal and Institutional Arrangements Affecting Water Allocation and Use in Nebraska

Selected water rights issues were examined to assess the strengths/weaknesses of existing law. Eight separate areas were analyzed in coordination with the Nebraska State Water Planning and Review Process: preferences in water use; diffused surface water drainage; beneficial use; groundwater property rights; water right adjudications; integrating riparian and appropriative rights; surface water rights transfers; and interstate water uses/conflicts. Some 135 policy alternatives/sub-alternatives were developed and analyzed with the eight study areas.
