This report provide guidelines for assessing both the risk reduction attributable to transportation safety regulations and the costs of compliance with regulations. Volume I presents a practical risk assessment methodology for evaluation of transportation risk by any mode, and develops guidelines to assist the analyst in deciding what approach is appropriate. It then discusses the calculation of costs to the public of safety regulations, discussing how a safety regulation imposes costs and addressing a number of issues which arise frequently. Volume II presents two examples of regulatory analysis, one illustrating risk assessment methodology and the other an approach to costing.
