摘要

Because it has not adequately monitored grants, the Federal Government spent at least $8 million at the Massachusetts Bay Transportation Authority with minimum benefits and may incur an additional $6-million unnecessary cost. More timely action on the part of the Urban Mass Transportation Administration could have prevented (1) the construction of a rapid transit track that is only partly used, (2) a costly delay in purchasing automatic train control equipment, and (3) the purchase of three expensive, unused boilers. GAO proposes several recommendations to improve capital grant administration for mass transit projects.
