This 65-page report summarizes the findings to date of rail impact studies being conducted in Atlanta, Georgia; Washington, D.C.; and San Diego, California. These studies are assessing changes in transit service levels, characteristics of transit users, changes in mode choice, traffic congestion, and system performance and effectiveness. The studies have found rail ridership has been drawn primarily from former bus patronage, is for work-oriented travel, with users arriving by bus during the morning peak, and with trips tending to be concentrated and centrally oriented. Travel changes have been characterized more by increases in transit use than by reduction of auto use or congestion. As far as land use impacts are concerned, development has typically occurred with 1/4 mile of the stations. The report should be of special interest to transportation planners and staffs of policy officials in larger communities.
