Impact of the Economic Recovery Tax Act of 1981 on High-Technology Small Business Innovation: An Empirical Study

A telephone survey was undertaken of 200 randomly selected high-technology small businesses to determine whether or not the Economic Recovery Tax Act of 1981 (ERTA) provided them effective incentives for product innovation. The particular companies were chosen from eighteen selected Standard Industrial Classification (SIC) codes representative of six industrial sectors: chemicals, professional and scientific instruments, electrical and communications equipment, machinery (including computers), motor vehicles, and aircraft and missiles.
