Community Development Strategies Evaluation: Citizen Participation in the Community Development Block Grant Program

In 1974, the United States embarked on a new era in urban policy with the enactment of the Housing and Community Development Act, creating the Community Development Block Grant (CDBG) program. The study of Citizen Participation in the CDBG Program, one component of the University of Pennsylvania's Community Development Strategies Evaluation project, set out to examine the results of the exploration for new participatory structures in nine U.S. cities. On the basis of case studies carried out between 1979 and 1981, the research examined local changes in the policymaking process undertaken in response to the CDBG program and its citizen participation requirements.
