This technical report addresses the site specific impacts that would occur under various alternatives of building a second lock. Alternatives studied include no second lock, a 600-foot lock, and greater than a 600-foot lock. Resources investigated included air quality, noise, soils, water quality, wetlands, endangered species, terrestrial communities, aquatic communities, natural areas, archaeological sites, aesthetics, community cohesion, community change, relocations of persons and businesses, employment, tax revenue, property value, public facilities, and leisure.
