This technical report discusses the effects of navigation capacity expansion in the Upper Mississippi River System on the railroads in the region. The report identifies the railroads which might be affected by loss of growth traffic and assesses their current and likely future financial condition. It also outlines the methodology underlying the estimates of traffic diversion and reports projected losses in revenue growth to the railroads under alternative waterway improvements.
