Policy in Conflict: Economic and Urban Policy

摘要

With the slowing of economic growth and the deterioration of some of our large cities, there have been numerous calls for remedial government action. In this study, the author has observed what he calls economic and industrial policies (EIP) and urban and regional policies (URP) as practiced in the United States and other industrialized countries, particulary Japan. The mission of the study is to describe the major spatial impacts of EIP and URP and to reveal some of the major conflicts between them. While there are several areas of conflict there are two principal factors. (1) EIP is primarily aimed at increasing the efficiency of industrial sectors, not with declines on individual cities or regions and (2) URP is concerned with issues of interpersonal and interregional equity. a detailed case study of EIP and URP in Japan has been analyzed.
