Executive Science Advice: A Review of Organizational Strategies for Improving Executive Access to Scientific Advice

This paper surveys the available organizational forms and administrative mechanisms that can be used to improve science policy formulation, coordination and execution in New Jersey. An overview of the way that the State has made science policy in the past is presented, and several options for the utilization of scientific and technological resources in the Governor's decision making process are investigated. Various organizational options, including a science advisory committee, a science advisor, science consultants, and an office of science and technology, are evaluated. The science resources presently available to the Governor, including the State Science and Technology Working Group and the Governor's Science Advisory Committee, are reviewed.
