U.S. Policies in Response to Growing International Trade Competitiveness

Five economic goals of the United States government are examined: (1) ensure that U.S. exports of goods and services are not unjustifiably restricted; (2) facilitate industrial adaptation in sectors where the United States faces a long-run deterioration in its comparative cost position; (3) assist developing nations to improve their living standard; (4) further national security interests of the United States; and (5) protect the economic interests of American investors abroad and prevent foreign investors from exerting undue economic and political power domestically. The nature of the policy options traditionally followed in pursuing each of these goals is outlined. The study's research methodology is examined. Reviewer comments and a response from the principal investigator are appended to this report.
