Yardsticks for Assessing Displacement and Neighborhood Change: A Report of the Local Government Review Panel on Displacement Research

This report synthesizes the findings of numerous recent studies of urban neighborhood revitalization and displacement, concentrating on those aspects that are directly useful to housing officials, planners, managers, and others in local governments. It addresses the impact of national trends, the nature of real estate and demographic change as well as its magnitude and extent, and the impacts on neighborhood residents. Program planners should consider what local officials have done about displacement and neighborhood change and possible strategies in light of new information. Recent research on the displacement issue confirms its seriousness but finds it to be the symptom of a greater problem -- the mismatch between housing supply and demand. Strategies for stimulating lagging production of housing are among the most important ways a local government can address displacement on a long - term basis. Details about the methodologies used by researchers investigating displacement and the kinds of information each methodology can yield will be helpful to local government personnel wanting to pursue better assessments of neighborhood change in their own communities. Familiarity with a variety of research approaches is recommended. The techniques reviewed were primarily used to assess displacement but can be applied to other elements of neighborhood change such as disinvestment, reinvestment, or revitalization. Tabular data and 17 references are given. The appendix contains an overview of studies using household survey data, real estate data, population data, and other methods.
