Methods for Evaluation and Assessment of Transferable Discharge Permits for Control of Biochemical Oxygen Demand

Results are presented of a study on the use of transferable discharge permits (TDPs) as a policy for controlling discharges of wastes that deplete dissolved oxygen from receiving waters. Oxygen-demanding wastes, characterized as biochemical oxygen demand (BOD), have a location-dependent effect upon the waters into which they are introduced. Under the TDP policy, the right to discharge waste is considered a commodity that may be sold or traded among dischargers or other parties. Four representative case studies are presented for which hypothetical TDP systems were designed.
