'Go and Stop' Agricultural Development in Nigeria: Prospects for the Fourth Plan Period (1981-1985)

The farmers of Nigeria's Fourth National Development Plan have made assumptions about the country's oil production and price projections that appear to be unrealistic at this point in the period covered by the Plan (1981-85). The consequences on the financial resources available for expenditure on agricultural development may be severe. The experience of a similar misjudgement, in 1978, is traced to analyze the likely impact of the revenue shortfall in 1982 and 1983.
