The objective of this study is to describe and analyze the hydrologic, institutional, legal, and economic issues involved in assessing and interpreting estimates of water availability for synfuels development in four major river basins: (1) Upper Mississippi, (2) Ohio/Tennessee, (3) Upper Missouri, and (4) Upper Colorado.
