Selected institutional and meteorological issues for enhancing Texas' capability to mitigate drought through weather modification, focusing on the governments, climate, geography, and economy of the Edwards area of Central Texas. The study discusses Texas statutory and case law, including the Texas Weather Modification Act, plus related statutes of other states. It explains the Texas Disaster Act and the connections between disaster planning and drought. The report addresses intergovernmental rain augmentation responsibilities and alternative institutional approaches, including past and potential funding sources, funding allocation methods, and ways to monitor drought conditions. The report summarizes the project's three meteorological studies of the Edwards Area: precipitation climatology, radar echo characteristics, and upper-air studies.
