The use of graphic communication techniques was investigated as a potential mechanism for responding to the problems of information transfer in water resources planning. This second volume of this 2-volume report presents information concerning the conceptual and theoretical basis of the overall study. Guidelines and techniques were developed for enhancing graphic literacy, representing a means for enhancement in knowledge and understanding of the uses and methods of communication. The guidelines and techniques are presented in the format of 'frames' (single pages that use a combination of charts, maps, and text) to explore and demonstrate concepts related to the proper use of graphics. The techniques and guidelines were developed through investigation of the uses and techniques of graphic information in other disciplines, and a review of example graphic presentation in the water resources field.
