Volume I of the study sets forth the federal intent and expectations for the HUD/HHS Demonstration Program which was implemented in 1979. This volume describes current field operations at the local level, examines the relationships among involved agencies, identifies relevant issues raised by personnel at Federal, state and local levels, and suggests options in the event that more intensive evaluation of the Program should be necessary.
