摘要

This study presents an analysis of what Outer Continental Shelf (OCS) operating companies perceive to be the range of incremental costs incurred as a result of complying with the USGS regulations in 1980. These incremental costs are defined as costs incurred by oil and gas companies which are solely attributable to the existence of the regulations pertaining to the safety and environmental protection of OCS oil and gas operations. In this study incremental cost estimates are made for current regulations and Orders concerning existing operations in the Gulf of Mexico and for future operations in the frontier areas.
