Recreational Transit Service to the California Santa Monica Mountains

The Southern California Association of Governments (SCAG), in conjunction with the Santa Monica Mountains Conservancy (SMMC) tested the feasibility of providing a seasonal recreation transit service from low income urban areas in and near the city of Los Angeles to six parks located in the Santa Monica Mountains west of Los Angeles. The project was intended to measure the demand for such a service and to demonstrate its economic and operational feasibility. This report describes a two-year demonstration of a subscription transit service to recreational areas outside a major metropolitan area. This report focuses on the second year (1980) of the demonstration, and contains the following elements: an overview of the objectives, innovations, and key evaluation issues (for 1980 demonstration); a description of differences and similarities between the first and second years' operations; results of the 1980 evaluation and comparison with 1979; project impacts and problems encountered; a brief overview of a continuation of the service in 1981; and a description of the potential for future service in both Los Angeles and other settings.
