Managing State-Owned Enterprises

State-owned enterprises (SOEs) are increasingly important actors in developing economies, and more and more attention has been focused on how to enhance their operating efficiency. This paper suggests ways to improve SOE efficiency by examining on the special circumstances and constraints that are common to most of them. These include confused and conflicting objectives; government intervention in operating decisions; monopoly powers; and managers who are not held accountable for results or given the incentives to perform well, and whose skills are inappropriate for a commercial enterprise. Although all of these problems are complex and resistant to change, many countries have begun to develop useful approaches to correct some of the main weaknesses of SOEs.
