El Nino and the Southern Oscillation: A Scientific Plan

This report outlines a program of observations and research to advance our understanding of the most powerful family of atmospheric and oceanic variations contributing to climatic fluctuations on time scales of months, seasons, or several years--those associated with the El Nino phenomenon and the Southern Oscillation (ENSO). The scientific plan presented in this report attempts to present the scientific rationale and objectives of an ENSO-directed program and to sketch the broad outline of observational and research programs that could address these objectives.
