The report is of a research study to identify civil legal remedies that citizens can invoke to prevent and control the incidence of residential arson in their neighborhoods. The report places equal emphasis on pre-fire remedies (intervention suits and invocation of mortgage clause provisions) and post-fire remedies (civil anti-racketeering and fire-related negligence suits.) The report contains a roster of technical assistance resources that readers can contact in order to obtain more specific information on each remedy covered in the report.
