Board and Care for Elderly and Mentally Disabled Populations. Volume 2. State Systems for the Delivery of Human Services

In recognition of the fact that only sketchy data were available about board and care homes, the Department of Health and Human Services launched an intensive data collection effort. This volume of the final report of the project contains seven state systems reports, one for each of the seven states surveyed: California, Colorado, Florida, Massachusetts, Minnesota, Texas, and Washington. These reports provide the information necessary for an understanding of the data collected in the survey. Each report is organized into four chapters and an appendix. Chapter one of each report describes background information, i.e. population of the state, major economic resources, political and social climate, and the state's recent history of deinstitutionalization. The second chapter reviews the structure of each state's human services delivery systems as it relates to the populations of interest. The third chapter identifies board and care facilities within the state and issues of licensing and regulating. The fourth chapter focuses on forces that have the potential to change the direction or degree of the provision of board and care services in the community, such as pending legislation, zoning, or community resistance.
