User-Side Subsidies for Taxis and Buses in Montgomery, Alabama

The goal of this project was to demonstrate the cost-effectiveness of reduced fare shared-ride taxi and fixed-route bus service as a means to improve the mobility of the elderly and handicapped. The project was conducted simultaneously with demonstrations in Kingston, North Carolina; Lawrence, Massachusetts; and Danville, Illinois, which examined variations of the user-side concept in different settings. This report summarizes the Montgomery project which provides evidence that user-side subsidies can be a viable and practical technique for facilitating the mobility of the elderly and handicapped.
