The objective of this report is an economic comparison of new buses versus rehabilitated buses for the public transit industry. The comparison focuses on capital costs and on several operations and maintenance (O&M) cost factors. This report presents a number of observations regarding the comparison of new buses and rehabilitated buses and transit system decisions, namely: (1) From 1979 to 1981, the decision to rehabilitate buses was based on non-economic factors; (2) No transit system interviewed did a complete life cycle cost analysis in the process of deciding between new buses and rehabilitated; (3) Estimated bus service life added by rehabilitation varied from 3 to 10 years; and (4) Data from 5 systems indicated that rehabilitated buses achieve 25 to 35 percent more miles per gallon than the new ADB models available at that time.
