Performance Measurement and Monitoring in Mental Health: Selected Impressions from Three States

This project looks at three State systems in-depth which use performance measurement to manage and allocate resources. The Commonwealth of Pennsylvania uses local program-generated data, in eight performance areas and three need areas to generate scores for each count. The State of Tennessee has just piloted a performance measurement system which will be used as the basis for statewide standards and the State allocation of program funds. Colorado, the third State, uses performance measurement as a feature of performance contracting with local programs.
