Economic Impact of Section 21(H) of the Environmental Protection Act of the State of Illinois: Proposed Regulation R80-19

Proposed regulation R80-19 is responsive to Public Act 81-1186 banning the deposit of hazardous hospital waste and requiring incineration pursuant to regulations adopted by the Illinois Pollution Control Board (IPCB) in R80-19. Accordingly, the economic study addresses the costs and benefits of R80-19 as adopted on January 1, 1982. The direct costs of this regulation are the capital expenditures and the annual expenses required to bring the hospitals into compliance with the regulation. The benefits of the regulation include the reduction of risk to human health from land disposal of hazardous hospital waste (HIHW).
