Economic Dislocation: Toward a Practical Conceptual Approach

The purpose of this paper is to (1) identify and analyze those personal and economic characteristics associated with labor market distress of dislocated workers compared to non-dislocated workers, and (2) to utilize the analytical results to suggest administratively feasible screens for targeting training and other reemployment assistance resources on those workers 'most in need'. No clear cut definitions of dislocated workers were included in the Job Training and Partnership Act (JTPA) legislation. The study defines economic dislocation as 'permanent job elimination', which has been increasing in the U.S. since the late 1970's. The major reasons cited for causing economic dislocation are (1) rapid technological changes (2) changing relative energy prices (3) increased industrial competition from developing countries and (4) regional shifts in capital investment. Congress recognizing these changes, included a new funding title (III) for dislocated workers in JTPA for 1982.
