This study presents an evaluation of whether any Illinois sulfur dioxide regulations are more stringent than necessary to comply with federal regulations and, if so, whether relaxation of those regulations would lead to an increase in the use of Illinois coal. The study reveals two points where Illinois regulations are more stringent than federal minimum standards: (1) Limits on new, small boilers; and (2) limits on most boilers converting to coal firing. It concludes, however, that relaxing these regulations will not result in significant increases in Illinois coal consumption.
