In the mid 70's, the City's economic development activities were directed to--the closure of the Naval Shipyard. Efforts to develop a revitalization plan for the shipyard uncovered an array of issues related to the shipping industry, waterfront land-use, blue collar employment opportunities and retraining needs. San Francisco's economic development program is intended to provide increased job opportunities for low and moderate income people and an expanded tax base for the local economy.
