Volume III of the Alternatives Development Report is comprised of Chapter 4--'Institutional Management Alternatives'. This chapter developes and describes institutional management systems which may be implemented to meet the wastewater treatment and disposal needs of mountain communities. Fact sheets describing the key components of each system are also included. This chapter includes a discussion of the various functions which must be carried out by a management agency and techniques or methods which can be employed to successfully accomplish these functions.
