Potomac Estuary Experimental Water Treatment Plant: A Review of the U.S. Army Corps of Engineers, Evaluation of the Operation, Maintenance and Performance of the Experimental Estuary Water Treatment Plant

Section 85 of the Water Resource Development Act of 1974 (P.L. 93-251) authorized the U.S. Army Corps of Engineers to determine the feasibility of using the Potomac estuary waters as a source of water supply. In this connection, a two-year pilot plant project was authorized involving the construction, operation, and evaluation of a small water treatment plant. The act also directed the Corps to request the National Academy of Sciences/National Academy of Engineering (NAS/NAE) to provide a review and written report commenting upon the scientific basis for the conclusions reached by the Corps from this study. The Corps, however, acted only partially upon the recommendations for detailed toxicological testing.
