Local Economic Impacts of Transportation Fuel Consumption. Part 1: Derivation of Procedure. Part 2: Planning Manual

This report presents a methodology for determining the impacts of changes in transportation fuel prices and efficiencies on the local economy. The development of the methodology and an application to the Dallas-Fort Worth area are included. Part I, Derivation of Procedures, provides an overview of the planning procedures to enable potential users to understand the complete process. Background guidance on developing energy efficiency and price scenarios for economic analyses is also given. The methodology is presented for estimating the effects of changes in fuel prices and fuel efficiencies on household and commercial sector consumption and on the Consumer Price Index. The total economic impacts of these changes are then synthesized and interpreted. Part II, Planning Manual, presents the mechanism to evaluate transportation fuel consumption and price impacts on a local economy. Three scenarios are presented to demonstrate this procedure. The first represents a change in fuel tax; the second, changes in fuel price and efficiency over the long run; and third, an improvement in fuel efficiency alone. The methodology is outlined in a series of ten steps and addresses both the household and trucking related sectors of the economy. The procedure is arranged to allow for examination of the impacts on the household and trucking sectors separately. An example analysis is presented, using the Dallas-Fort Worth SMSA.
