The Airline Deregulation Act of 1978 (ADA) mandated a gradual deregulation of the air transportation industry. It provided a six-year transition period for the Civil Aeronautics Board to implement the ADA's requirements, with the Board's sunset scheduled for December 31, 1984. Regulatory changes were phased throughout the six-year period, with a final report to Congress due at the end of calendar year 1983 to communicate both the results of the Board's implementation of the ADA, as well as the Board's recommendations. The final report provides an assessment of the effects of deregulation as well as a comprehensive review of each of the Board's programs under the ADA. It covers September 1983. Parts A and B provide an introduction and executive summaries. Parts C and D contain an examination of the economic performance of the industry under deregulation, supported by five appendixes to the report. Parts E through G present an assessment of the Board's regulatory programs in terms of the ADA's requirements.
