The charge was to identify, select, and convert existing quantifiable data to document the baseline (defined as most current historical period data) and impacts (defined as documented effects of OCS activity) of OCS oil and gas development on the socioeconomic environment in each planning area and to assemble the data in a format that allows for completion between planning areas. Baseline and effects (impact) data were to be assembled for the following socioeconomic resource sectors: oil spill cleanup costs; the commercial fishing industry; recreation, tourism, and aesthetics; subsistence activities; economic and demographic impacts; and air and water quality.
