Competition in the Award of Subcontracts by Federal Prime Contractors in FY 1982

Section 17 of Public Law 98-191 requires an Office of Federal Procurement Policy (OFPP) study of the available data on subcontract competition under Federal prime contracts. The statute requires the report to include, if appropriate, recommendations for improving the extent of competition in subcontract awards and in the collection of data on such subcontracts. The OFPP study plan involved an analysis of data provided by the executive agencies. The major procuring agencies were asked to submit all available subcontract data along with an explanation of the system producing such data. Findings, conclusions, and recommendations are given.
