Labor Contract Negotiations Under the Civil Service Reform Act of 1978

This report describes the labor contract negotiations process under the Civil Service Reform Act and presents detailed data collected by GAO in a survey of management and union representatives. GAO estimates that federal labor-management negotiations for 208 contracts that became effective in fiscal year 1982 cost agencies about $7.6 million, involved about 337,000 staff hours, and took a median time of about 19 weeks.
