AID (Agency for International Development) Private Enterprise Policy Dialogue: Forms, Experience and Lessons

The paper describes recent experiences in which AID attempted to help expand the indigenous private sector of a developing country by bringing about changes in the policy environment. The 'policy environment' is comprised of the general development strategy and rhetoric of a government; the specifics of government acts and interventions (and laws); and regulations surrounding the investment and operations of individual firms in specific sectors or lines of business.
