Aspects of Physician Behavior, Service Delivery and Payment Methods in Medicare and Medicaid

The report summarizes the findings from several years of studies of California Physicians' Medicare and Medicaid claims-billing experience and a multi-State comparisons of 1980 Medicaid and Medicare allowances of five general areas were examined: (1) The impact of the Medicare Economic Index upon Physicians, and beneficiary liability and program outlays; (2) How reasonable charge allowances affect physician Medicare assignment-taking and Medicaid participation; (3) The inequality of Medicare and Medicaid Physician reimbursement rates; (4) Changes in the patterns of providing pathology services; and (5) The relationship between reimbursement incentives and geographic mobility of physicians. Fourteen appendices and work papers are available from the Urban Institute which analyze a variety of physician payment policy issues including relative values, fee schedules, geographic and specialty differences in allowances by using simulation methods.
