Guiding principles direct FEMA's actions and are particularly important when the agency is faced with situations for which there is no clear direction. FEMA is committed to providing assistance and conducting all programs, services and disaster activity in a manner that includes the whole community and does not discriminate on the basis of race, national origin, color, religion, disability, age, sex, limited English proficiency, or economic status. For FEMA personnel, knowing and applying the guiding principles of teamwork, engagement, getting results, preparation, empowerment, flexibility, accountability, and stewardship helps to ensure that they consistently act in accordance with FEMA's core values.
