Complexity as a Measure of Simulation Model Appropriateness: Columbia River Conflict as a Case Study

The report addresses the problem of simulation model complexity in water resource systems planning. The level of complexity incorporated into a model is shown to be a primary determinant of the value of the model for use in decision-making. It is concluded that the models currently used to generate trade-offs between conflicting uses of water in the basin are too complex for conflict resolution.
