The report describes in successive chapters the elements of a closed-loop training management system: analysis, design of training and training evaluation, conduct of training, and validation. It describes the application of a 'systems approach to training' (SAT) to a major training project. The report details the steps taken and the factors to be considered in each stage of SAT. Under the category of analysis, it discusses the identification and weighting of tasks and environmental factors which require training, and the development of training objectives. It relates the analysis stage to the establishment of standards and instruments to measure training effectiveness. In its section on training design, the report discusses the assembling of a design team and an implementation plan. The conduct of the training course is treated in two subchapters that independently consider on-the-job and classroom training. The validation phase considers the integration of the results of training evaluation into an ongoing assessment of training effectiveness.
