Technical Assistance and Aid Agency Staff: Alternative Techniques for Greater Effectiveness

摘要

The purpose of the present paper is to identify: particular contexts and objectives for which alternative tecnical assistance models are appropriate; and techniques which aid agency staff can use to identify fundamental institutional problems and constraints (rather than merely their symptoms), to specify policies, programs and/or projects in response, and to win the commitment of governments and beneficiaries to these proposed remedies.
