Western Maryland Power Plant Siting Study: Conceptual Power Plant Layouts and Engineering Economics Evaluations Support

Three locations in Western Maryland are being considered as potential candidate sites for a conventional coal fired power plant of upwards to 1890 MW (three 630 MW units). This report provides the detailed engineering and technical analyses of these three areas necessary to develop a conceptual site layout for each site and to compare engineering costs associated with the conceptual layouts. Analyses at each candidate site indicate that an 1890 MW conventional coal fired power plant could be developed on-site. Site WP-14 would require additional off-site land for solid waste disposal; preliminary analyses indicate an area adjacent to the site could be used. Capital cost comparisons indicate that site WP-26 would be least costly to develop for the power plant. The cost differential for FP-12 and WP-14 are $4.5 million and $37.4 million, respectively, greater than WP-26. Annual operating cost comparisons indicate essentially no difference between FP-12 and WP-26; WP-14 shows a differential of approximately $300,000 more than the other two sites.
