The Office of Health Technology Assessment (OHTA) emphasizes three basic principles in its assessment activities: (1) broad and open participation both within and outside of the Federal government, (2) reliance on the expertise and research abilities of outside organizations and individuals, and (3) broad dissemination of assessment reports. This assessment focuses on diagnostic endocardial electrical stimulation (EES). The weight of available evidence and the consensus of scientific opinion concerning EES procedures are consistently favorable. The value of this technology appears well established when used as an integral part of cardiac electrophysiologic testing protocols involving intracardiac recording and stimulation techniques in conjunction with conventional diagnostic modalities. Although EES has found its principal use in the diagnosis and treatment of sustained ventricular tachycardia, the place of such studies in the diagnosis and management of other complex arrhythmias, conduction defects, and after cardiac arrest is based on convincing scientific rational and experience. Cardiac electrophysiologic testing including EES is now being performed on a regular basis at a large number of centers. Its use is well accepted as an important element of cardiology.
