At the conclusion of the 1982 Federal fiscal year, the Department of Labor awarded grants to organizations in six areas to implement one-year demonstration programs aimed at assisting the readjustment of dislocated workers. These areas were Alameda County, CA; Buffalo, NY; Lehigh Valley, PA; Mid-Willamette Valley, OR; Milwaukee, WI; and Yakima, WA. This report is a case study of the program operated in Yakima County, WA and which served workers from November 1982 through September 1983. In total, 243 workers were provided with orientation and assessment, job search skills training and job development and placement assistance. Of these program participants, 40 were placed in OJT positions and 15 received classroom training in computer maintenance and repair. The program placed 80.2 percent (195) of its participants, but only 47 percent of those who entered classroom training. The average cost per participant was $2,007 and the average cost per placement was $2,501. However, the average cost per placement was over $10,000 for the classroom training participants and over $4,000 for the OJT participants. These outcomes compare with an average placement rate of 44 percent and unit costs of near $1,300 per participant and $2,300 per placement for the demonstration as a whole.
